When start to put together a project proposal we breakdown all of the different work that will be involved (graphic design, webpage development, database development, search engine optimization, analysis, reporting, project management, etc.) and put together hourly estimates for each section. These are rolled up into the overall project cost. We compose our project proposals in a reasonably modular approach so that any changes that you as the client would like to make can be quickly and fairly adjusted in the project scope and price.
